Public Act 096-0704 states that all new commercial construction after July 1, 2011, must comply with the 2006 or later editions of the International Building Code, International Existing Building Code, International Property Maintenance Code, and the 2008 or later edition of the National Electrical Code (NFPA 70). This Act also requires that newly constructed commercial buildings must pass an inspection conducted by an inspector meeting the qualifications established by CDB. The current edition of any nationally recognized safety standard (e.g., NFPA, ANSI, ASTM) referenced in these codes shall be used. Note that Public Act 096-0704 does not negate any other statutorily authorized code or regulation administered by state agencies. This includes, but is not limited to, the Illinois Plumbing Code (2014 Edition), the Illinois Environmental Barriers Act (2017 Edition), the Illinois Accessibility Code (2018 Edition), the Illinois Energy Conservation Code (2021 Edition), and administrative rules adopted by the Office of the State Fire Marshal. As part of CSU’s 2024 code updates, the university will transition to the 2024 editions of the International Building Code (excluding Chapter 11, with accessibility compliance under the Illinois Accessibility Code – 2018), International Existing Building Code, International Property Maintenance Code, and International Fire Code. Additionally, the NFPA Life Safety Code (NFPA 101) and NFPA 45 will no longer be referenced, as these standards are now incorporated into the IBC 2024 and IFC 2024.
