Intent to Submit a Proposal

Instructions: Please Read Carefully

The Intent to Submit a Proposal (ISP) is an important document to complete and MUST be submitted three (3) weeks prior to the submission of the Proposal Approval Form (PAF). This document allows the Office of Grants and Research Administration (OGRA) to insure that:

  • If needed, Memorandums of Understanding have been received prior to grant submission and approved by legal.
  • Budget has been reviewed by the Pre-Award Grants Compliance Administrator and that dollars are correctly allocated to cost line items and the indirect costs are correctly calculated.
  • Matching dollars, release time, equipment, additional space needs and personnel are agreed upon and approved by Department Chairperson, Dean, Provost and/or President prior to submission of the grant.
  • The proposal is reviewed by the Post-Award Grants Compliance Administrator before the submission of the Proposal Approval Form to OGRA.
  • Letters of support are received in a timely fashion for review and signature by Provost and/or President.
  • Principal Investigators and Co-Investigators are encouraged to fill-up Intent to Submit a Proposal (ISP) Summary Form by emailing ahopgood@csu.edu.

The ISP is submitted electronically through google docs (ogra csu-isp). Google Docs is a free Web-based application. where the ISP was created and can be filled-up, edited and stored online. Files can be accessed from any computer with an internet connection and a full-featured Web browser. Google Docs is a part of a comprehensive package of online applications offered by and associated with google.  PI and Co-PI can sign in using your CSU Cougar connect log in credentials.  To use ISP project leaders MUST either: (1) send to OGRA, attention of Angela Hopgood or David Kanis, the title and Project ID number of the proposal they are interested in; or (2) request a search of proposals of specific topics. For either option, OGRA will send via your CSU email an invitation to review a proposal via email. The email contains a hyperlink to the grant information and an invitation to fill-up the ISP. 

Upload the ISP and PAF and save to your computer for future use. When you are ready to submit a proposal, complete the ISP three (3) weeks prior to the PAF or five (5) weeks prior to submission deadline. The ‘final’ PAF is due two (2) week prior to the proposal submission deadline to OGRA for signature approval.

PAF’S that are either not complete or submitted to OGRA with less than a week before deadline will not be processed and submission of proposals will not be approved.

For Requests for Proposals that are not accessed through In4Grants will require ISP submission through ogra@csu.edu with either: (1) showing electronic signatures; (2) scanned signatures that are secured; (3) or CSU emails showing approvals from the Chairperson and Dean. Documents MUST be attached to the emails and NOT sent to this office separately. Failure to follow this authorization workflow will result in your ISP and/or PAF being returned to the submitter; ultimately, delaying approvals.
