FACULTY SENATE MINUTES September 6, 2011 Williams Science Center Room 213 12:30-2:00pm Members Present: Yan Searcy, William Jason Raynovich, Soo Kang, Devi Potluri, Sabita Busch, Phillip Beverly, John Erickson, Sarah Buck, Tonya Hall, Alesia Richardson, Judith Birgen, Kathy Rosa, Eddy Gaytan, Lorraine Lazouskas, Anser Azim, Barbara Price, Margaret A. Kelly, Elizabeth Wittbrodt, Ben C. Liu, Suresharani Paintal Visitors: Philip Cronce, David Hampton I. Welcome and Introductions/Check-in Meeting started at 12:38pm. One word to describe your first few weeks back was the question of the day. II. Review and approval of minutes (March 2k11 & April 2k11) NO ACTION. III. Academic Affairs issues a. College Restructuring NO ACTION b. DACs and Retention A faculty member gave a detailed description of the experience in being denied retention. There was a short question and answer session after the description. Action item: Senate President will generate two letters of grave concern for the retention faculty and credibility/validity of the DAC to the President, Provost, and Union President to be informed by supporting evidence. PASSED Searcy: Wanted more data and documentation to support an argument. Perhaps the facultyaddressing this, could provide the documentation. Potluri: Remove the names. Liu: We do not have a DAC. There are a lot of grievances going on with regards to retention c. Placement Exams David Hampton presented a new proposal. We currently have no expiration on accepting ACT Compass Test Scores. Most other universities have a one- or two-year policy of a cutoff. 30-months is being proposed. This is instead of two years, because students would havebeen at another institution for two years and this would give six-month grace period.Students, who have been out of school for more than three-years, would need to be retested. Buck: Clarified that there are three items on the table to be considered. Hampton: Original proposal was 36-months. He thought that a “no expiration” was too lenient. Three-years would be appropriate with a grace period. This limit is for when the student attempts to register for classes. Senator: This may help to encourage students to take the tests and take classes. Senator: The language should be clear. It should be from entering the institution. Hampton: We would hope that the advisor would inform a student into taking the deficiency courses, so that they could succeed in the programs. Senator: Issue with item 3. All students must take the English Placement Exam. Is this the correct policy? Hampton: ALL students MUST take the placement exam except for those who have an AA or bachelor’s degree. However, they might have to take the placement exams to entercertain courses as a prerequisite. Having a simple policy that EVERYONE must take it makes the policy clearer. If the student has deficiencies, this will address the issues of student writing. Beverly: Concerned with enforcing the policy. Can assurances be made? Hampton: This will hopefully clarify the policy so that we can follow the policy. This will be a functional policy. Advisors have put overrides in without justification given the test scores. Potluri: Disagreed that advisors have put in overrides liberally. Searcy: Asked if advisors have seen this as an issue. Senators seemed to say no. We are not performing overrides. Senator: Why if a student passed the courses have to take a placement examination? Hampton: Most students do not have to retake courses. He enforces students having to take placement examinations. Erickson: He has heard of students who thought they were ready to graduate, but failed the proficiency exams. Hampton: The way to deal with this is, if a student has to take a higher-level math course, then he or she should take the Math Proficiency Exams. If they do not, then the student would not have to take the proficiency exam. Senator Buck: Action item 1: For the math placement exam, students have thirty-six months from the testing date to enroll in the appropriate course. Beverly seconded. All in favor except for Beverly is abtaining and Price nay. PASSED Action item 2: For the reading placement exam, students who pass have satisfied their graduation requirement. Passing scores do not expire. Beverly seconded. Nine in favor. Six nay. Four abtain. FAILS Action item 3: All students must take the English placement exam at CSU. Addendum Adding undergraduate. 12 yea. 1 nay. 6 abtain PASS Action item 3: All undergraduate students must take the English placement exam at CSU Kang: Isn’t there rules against this given agreements with other institutions. Searcy: Is tabling this issue due to the confusion? Beverly: Point of clarification. This must be voted on with a motion. Cronce: On the II agreement. It is a requirement that we accept the credit. It does not require that we accept everything. We could have our own requirements. Searcy: asked for a motion to table Action Item 3. All were in favor. IV. New Academic Year Business GEN ED COMMITTEE request. Potluri: Asked to request, to put two more people on the Gen Ed committee. He also requested that there be no comments on this issue from visitors. Searcy: Looked to Beverly for clarification on issue. Beverly: It is up to the President to determine if no comments on the issue is appropriate. Searcy: Invited the comment from the visitor. Cronce: Was on the committee for ten-years and chair for many years. Krance made many statements about replacements of one or two members. Potluri: There were two vacancies. Cronce: There are five vacancies. Potluri: Would like to make one recommendation. ACTION ITEM Searcy: Temporary appointment to fill a vacancy with Sabita Busch. 12 yea. 5 abstentions. PASSED a. Enrollment and Retention No Action. b. Classrooms and Scheduling No Action. c. Bookstore No Action. V. Old Business No Action. VI. Open/Agenda Setting Searcy: We are having a second meeting this month. It will be in two-weeks on September 20, 2011.
