Parking Services

The CSU Parking Department, located in Room 103 of the Physical Plant Building, is open Monday through Friday from 9:00 a.m. to 5:00 p.m. The Department can be called upon to assist motorists with opening your vehicle when keys are left inside, providing battery “jumps” when your car won’t start, changing tires and/or inflating tires, and other emergency tasks, at no charge. They will not, however, perform routine maintenance or repair work.

It is the Parking Department’s responsibility to post directional signs, as well as temporary signs for special events that are furnished by the sponsoring department.

Snow removal from campus lots, drives and garages is the responsibility of the Parking Department. Every effort is made to clear and de-ice all surfaces. The Grounds Department clears sidewalks, quad areas and other pedestrian-only areas.

Reserved Parking

For a special fee, individuals requesting reserved parking should contact the Parking Department for availability. Violators who park in reserved spaces will be subject to a $100.00 ticket and/or tow, plus a $25.00 non-refundable boot removal fee.

The Parking Department reserves the right to make changes in campus parking assignments, whether temporary or permanent, as required for the benefit of the university.

Residence Hall Parking for Students

Residence Hall occupants have the option of purchasing a Reserved Parking Permit (for a designated space, based on availability) with their keycard for $144.00 per year. A parking keycard without a reserved space is $112.00 per year. Both permits are good from September 1st through August 31st.

Reserved Permit owners will park in the A-4 Parking Lot near the Residence Hall. If you choose not to purchase a key card, you will pay the daily rate of $4.00 per day.

For the protection and security of all residents, the Parking Department must be notified when you move in or out of the Residence Hall. Provide the vehicle make, model and license plate number, and the time of the move, so that this information can be forwarded to the Parking Patrol and the University Police. Citations will be written on vehicles parked at the Student Union Building dock area. The Parking Patrol begins writing citations at 7:00 a.m.

Failure to adhere to all parking rules can result in a citation, a $100.00 fine and/or a tow, and a $25.00 non-refundable boot removal fee.

Visitors and Vendors

The daily parking rate is applicable to all visitors and vendors, and is available in all lots except reserved areas.

Guest Parking

All guests must pay the daily parking fee. Individuals, departments or sponsoring groups may arrange to pay for parking by completing a Guest Parking Services Form, available in the Parking Office. Requests for parking variances must be submitted five or more business days in advance of the date the event is taking place. Guests are subject to parking regulations, and it is the responsibility of the sponsor to make parking regulations known to them.

Parking is permitted in all except reserved lots:
Lot A-1 (east section, near Robinson University Center);
Lot A-4 (near the Student Union Building);.
Lot B-2 (near the Education Building);
Lot B-8 (near the Athletics Building); and
the Residence Hall dock area.

Motorcycle Parking

Motorcycles and motor scooters operators must pay parking fees and will be registered with the University Police and Parking Departments as paid. These vehicles are allowed to park only in the corner sections of the parking lots.

Key Cards

To park on campus, faculty, staff and students must purchase a key card or pay a daily fee. Key cards are issued for a semester or an academic year, and are most easily purchased through the Cashiers’ Office, Room 211 in the Cook Administration Building. Key cards and their renewal are the responsibility of the vehicle operator. Damage to the key card will result in an additional charge. Without this card you will be required to take a ticket from the dispenser at the campus entrance gate and pay the daily parking fee of $4.00 when you exit. No refunds are available when you forget your key card.

Lost or Stolen Key Cards

Key cards are the property of the University. Lost or stolen key cards must be reported to the Parking Department and a Lost / Stolen form completed by the owner. A $35.00 fee will be charged for replacement of the lost key card, which will be refunded if the key card is returned to the Parking Department within 30 days of the date the Lost / Stolen report was filed.

A police report is required for all stolen vehicles. Individuals cited for use or display of a revoked, lost or stolen key card will be assessed full charges for use of the key card from the date that the loss was reported to the Parking Department.

Evening Students

Students who are unable to reach the Cashiers’ Office during their normal business hours should call the Parking Office and make arrangements to purchase a key card. CSU Cashiers are open late on Thursdays until 7:00 p.m.

Unpaid Obligations

No parking key cards will be issued to any individual who has unpaid parking fines.

Refund Policy

Requests for refund of the key card payment should be submitted directly to the Parking Department. When required, the Parking Manager will complete a Direct Payment Voucher and send it to the Accounting Department so a refund check can be issued. The requestor should follow these procedures:

1. Return the key card with a valid receipt for the key card payment. No refund will be issued if the key card is not returned. No refunds will be made for key cards revoked due to fraudulent application or if there are unpaid parking obligations.

2. Provide one of the following reasons for the refund:
a) proof of all semester classes dropped,
b) classes canceled,
c) serious illness,
d) no car, or
e) any other forms pertinent to the request, e.g., police reports.

Refund Rates - Full Year Purchase

1. Withdrawals within 10 calendar days after classes begin receive 100%.
2. Withdrawals after 10 calendar days, but fewer than 15 calendar days receive 50%.
3. Withdrawal 15 or more days after classes begin are not eligible for refunds.

Refund Rates - Semester Purchase

1. Withdrawals within 5 calendar days after classes begin receive 100%.
2. Withdrawals after 5 calendar days, but fewer than 10 calendar days receive 50%.
3. Withdrawal 10 or more days after classes begin are not eligible for refunds.

All refunds will be mailed to the requestor’s place of residence. No credit will be applied to tuition payments or future parking fees.

Revocation

Any individual who purchases, uses or displays a university key card in violation of university parking regulations may have the key card revoked. Fraudulent applications include, but are not restricted to:

● signing an application for a key card in another person’s name,
● obtaining multiple key cards for the same period;
● obtaining a key card to be used by an individual not authorized to hold a key card.

Enforcement

Failure to enforce a regulation in one or more instances is not grounds to waive future enforcement of such regulations. Parking rules and regulations are in effect twenty-four hours a day, seven days a week, including holidays.

Towing and Impounding Vehicles

Towing and/or impounding vehicles may occur when a vehicle is:
● Parked in a reserved parking space.
● Parked in a handicapped space without displaying a placard issued to the driver or another occupant of the vehicle.
● Blocking a fire hydrant or fire lane.
● Blocking a roadway, drive or loading dock.
● Blocking a dumpster.
● Blocking other vehicles.
● Creating a real or potential safety hazard.
● Owned or operated by an individual with outstanding delinquent parking citations.
● Using a revoked, altered or stolen key card.
● Parking in violation of posted signs.

Towing charges must be paid before an impounded vehicle will be released.

Appeals

Citations must be paid or appealed within ten (10) calendar days as indicated on the citation. After seven (7) calendar days the citation must be paid. Appeals are to be submitted in writing to the Parking Department. The fine becomes delinquent if not paid within seven (7) calendar days from the date of the appeal notification letter.

Any violator may request an appearance before the University Parking Appeals Board if a written appeal has been denied. Requests for the appearance must be made in writing and presented to the Appeals Board Chairperson. An official appeal will delay any penalty fee until notification of the outcome. Violators who fail to pay within thirty (30) days of notification that their appeal has been denied will incur an additional penalty fee. Unpaid violations will result in transcripts or other transferable university documents being withheld until total payment is made.

The University Parking Appeals Board meets monthly to hear motorists’ appeals. The Board consists of one (1) student, two (2) civil service employees, two (2) faculty members, two (2) administrative representatives, one (1) member of the Parking Department, and the director or a designee of the University Police Department, who is an ex-officio, non-voting member.

There need be a quorum of only 5 members to meet. Vacancies on the Appeals Board may be filled by temporary appointments from the Student Government Association.

If the violator makes an appointment to appeal in person and does not appear at the hearing he/she will be judged guilty by default. Simple errors on or omissions from a citation are not considered grounds for cancellation of the citation.

Delinquency

Failure to pay or appeal parking fines in writing within seven (7) days of the issue date shall automatically be considered a waiver of the right to appeal and the violator will be ruled guilty.

After 45 days, unpaid citations and fines will be referred to an outside agency for collection, and will be subject to additional collection fees.

Abandoned Vehicles

Abandoned vehicles cannot remain on the university campus for more than one (1) week. Vehicles on campus for longer periods will be towed at the owner’s expense. A non-refundable $25.00 boot removal fee will apply. It is the driver’s responsibility to contact the Police and Parking Departments if he or she knows the vehicle will be left unattended for more than 24 hours.
