How to Avoid Delays in Proposal Processing

To eliminate delays in proposal processing:

Discuss the project in advance with your dean and staff of OSP so that they understand any significant issues or commitments related to the projects. Your dean/or or OSP should have information regarding indirect cost, fringe benefits, current salaries and university procedures. Discuss with your dean of your college any commitments proposed at the college level.

Discuss the budget of the project and review the sponsor's application forms, especially government proposals, with your dean and/or with OSP before you seek university approval. This will eliminate many common delays.

If more than one department, college or unit is involved, remember that you must get the approval and signatures (on the Proposal Approval Form) of the deans of all units involved.

Discuss the distribution of credit and indirect cost. I the distribution of indirect cost and/or credit is to be shared among multiple units, the PI, co-PI's and all deans involved must approve and sign the proper lines of the Proposal Approval Form.

Discuss the project with the appropriate office if it requires special clearances. If a proposal involves human subjects, animal subjects or recombinant DNA you must submit a protocol, well in advance to the CSU Animal Review Committee, chaired by Dr. Anthony Garcy for review. The committee will assign you a protocol number, which you will record on the PAF. Protocol review proceeds independently of the proposal approval process. Proposals to the NIH for 1support of AIDS research must have full clearance before submission.

Request for waivers or variances of indirect cost charges are discouraged. If you feel you have an exceptional reason to request one, submit a request to OSP at least one week before you submit the proposal; last minute approvals are not always possible.

Equipment dollar match requests must be submitted two weeks in advance of proposal submission with a copy of the printed policy requiring such a match.

Any cost sharing commitments beyond faculty release time must be accompanied by a memorandum of understanding signed by all appropriate deans.
